The factors that have contributed to poor priorities are varied. Many economists concur that for third world countries to join the league of developed nations, it has to spend less on salaries and spend more on investment and development. Through salary increment can be used to help the low income earners in society during inflation and economic recession, it will always serve as a short term measure.
